I always thought the only purpose of the central store was to reduce the duplication of ADM/ADMX files (as without a central store you get a copy of every ADM file used by a GPO inside of every single GPO in SYSVOL).
I guess in theory this will work fine for the purpose that the OP wants to use it for though as I'm assuming that GPO setting he mentioned is a simple registry setting. For more complex GPO settings though I think this won't work because the client computers that weren't Win8 wouldn't have the MMC snap-ins etc required to edit the settings. For example the GPO Preferences stuff that was introduced in Server 2008, editing those settings requires new dialog windows etc that aren't built in to previous versions of Windows so even with the ADMX files for them in the central store you still wouldn't have been able to edit them on anything less than Vista (admittedly a moot point because anything less than Vista can't use the central store anyway but hopefully you get where I'm coming from). I suppose it is not a big deal as the majority of new GPO settings introduced are just simply registry values so don't require any special editors to set them. By limited to the workstation/server thats on, do you mean that you can only edit from said workstation/server vm as well as be a single point of failure if the VM goes down? I am refraining from adding the new ADMX files because we use IE Maintenance for our windows 7 workstations.

AD domain is 2008 R2 and 2012 domain (2008 R2 functional level) Imported the 2012 ADMX file for Offline files to the 2012 AD machine and then created a GPO but when I edit this GPO for modification, I',m getting an error like (resource '$(string.polworkOfflineDisabled)' reference in attribute displayname could not be found. Column 242 My question, Is this because I'm on a 2008R2 domain functional level and cant import/use this ADMX file? Is there a way I can manage my environment (Win7 and 8 machines) from what I have?
I currently have two DC's and both are WinServer 2003 (latest SP) and I just recently built a new WinServer 2008 R2 that I want to take over the DC roles of the PDC due to resources/age/etc. I installed the AD Services binaries on the Win2008 server and then ran dcpromo but I got a message telling me to run adprep first. I read all that I could on the adprep subject, downloaded the correct 32 bit version of it and ran adprep /forestprep successfully. Then I ran adprep /domainprep successfully. Then I ran adprep /domainprep /gpprep successfully. I then ran netdom query fsmo and confirmed there were no issues with the DC's.
I forced a AD replication and confirmed everything else.When I run the adprep command it says it has already been run before successfully and that it didnt need to run it again. I go back to my new server and run dcpromo and the same thing pops up. Yup it registered in another DNS. 10.0.0.61 was that in the ipconfig list anymore on the apps1 server? If not I'd check the old dns. Easy quick fix on the laptop hosts file edit.
But that only works for the laptop. Same steps on laptop and OLD DNS server.
A: Clear Server Cache B: Ipconfig /flushdns on OLD server C: Ipconfig /flushdns on laptop D: ping cccapps1 if still resovling.61 then one of the dns servers is holding that record. Find the record. DELETE IT and then clear all caches again. Delete on both old and new dns if there is a forward lookup record for it there. New sever might do a ipconfig /registerdns again to see if puts the crap IP back into dns. Then you'll have an idea where its coming from. Its basically registering the Second NIC's IP address and using that as the server IP address in dns due to it being registered first at some point.

Microsoft has a link from technet to a download of adprep.exe which comes with the both 32-bit/64-bit/IA versions and you extract it to the root of C: and then through cmd prompt run adprep /forestprep I type adprep /forestprep and it comes up with a message saying to make sure your Windows 2000 DC's are all at least SP2, blah blah blah. Then it says If all your Windows 2000 DC's are up to SP2 type C and press ENTER to continue. I type in C and press ENTER and It comes back with this. C Forest-wide information has already been updated.
Status/Consequence Adprep did not attempt to rerun this operation. It onl y says this because I have already run that earlier today and it appeared successful. The same message comes up if i do adprep /domainprep or adprep /domainprep /gpprep I. That doesn't sound right. The message should have said at least Windows 2000 SP4 to run ADPREP I'm not sure where you got ADPREP from, but the version you want to run for Windows Server 2008 R2 is on the CD in the support folder.

The adprep on the R2 disc is the newest version of adprep that takes care of updating your schema to the new R2 version.
I really appreciate all the assistance on this. I came in this morning and plugged in a USB cd/rom and the Server 2008 disk and ran the appropriate adprep32 functions and successfully prepped the forest/domain/GPO's for a Server 2008 DC.I ran dcpromo and made my new server a DC and successfully configured DNS/DHCP and IIS with no problems. I then installed RRAS and during the configuration of the role I was almost done when I lost my RDP connection to the server.
I tried and tried and never got reconnected. I went into the server room and got on the server and now the network connection is completely down, it will connect to the network nor the internet. I have enabled/disabled, went from static to DHCP, ran diagnosis and nothing. I figure it had to be the install of RRAS because nothing else was wrong until i installed that.so i uninstalled and rebooted and still no network access. I then uninstalled in order DHCP/DNS/IIS successfully, but still no network access. I then tried to run dcpromo to uninstall AD services but because it doesn't have a network connection it cant see the domain to let me uninstall. Anyone have any clue what this is?
I have also released/renew the IP and cleared the DNS cache. Thank you that actually worked. I feel stupid because I did uninstall/remove the RRAS role and rebooted to complete removal, however the RRAS service was still there and running when i checked in Services. So after stopping the RRAS service the internet connection came back up, however there is something really off with the DNS and IP info. It wouldn't let me RDP into it by its DNS name, so I used the IP instead and got in, however when I ping the DNS name it replies back with a strange answer that looks like this Reply from fe80::f84e:da95:4d3v:18a4%12: time.
